                                                                                                        Rules & Regulation for booking of Pragati Bhawan

• Pragati Bhawan shall be allotted for Matrimonial / Cultural / Social / Religious / Literary functions (Only ground floor hall, one room in ground floor, open ground, Kitchen & toilet blocks).
• Pragati Bhawan will not be alloted for any kind of political activities or activities pre-judicial to the interest of BSP / SAIL & the Country at large.
• The application from Members shall be accepted only when the same has been duly forwarded by their respective Zonal Representative or Officer's Associations Office Bearers, certifying that booking is in respect of Member's own family members.
• Terms and Condition approved by OE & WT will be binding on allotees / users.
• Pragati Bhawan will be made available for function listed at point no. 1 above on hire basis with payment applicable as under:-
• Rs. 8,000/- (without room) per day for Members / Ex. Members.
• Rs. 16,000/- (without room) per day for Non-members / Private parties.
• Rs. 12,000/- (with room) per day for Members / Ex. Members.
• Rs. 20,000/- (with room) per day for Non-members / Private parties.
• A Caution money / Security Deposit will be payable at the rate of Rs. 10,000/- for Members, Ex. Members, Non-Members and Private parties. Rs.1,000/- will be deducted from Security Deposit against cleaning charges.
• For decoration purpose, users will have to take temporary separate Electrical connection from Town Administration Department, BSP, Bhilai and settle their bill with them.
• The order of priority for allotment of Pragati Bhawan in case of clash in dates will be as under.

a.)    Members                 b.) Ex. Members                      c.) BSP Executives                      d.) Retired BSP Executives

e.)    BSP Non-Executives               f.) BSP retired Non-Executives                              g.) Private Parties

1. The order of priority will be settled 90 days before requested allotment date and no change will be made after the confirmation of booking.
2. The booking will be treated as confirmed on receipt of total hire charge and caution money / security deposit payable.
3. Pragati Bhawan will be alloted for a maximum period of 2 consecutive days at a time for one party.
4. Application form for booking can be submitted maximum 3 months before the period of proposed booking date.
5. A receipt has to be collected within 2 days from the office of OE & WT as confirmation of the booking.
6. The above rate of hire charge will be applicable to Members / Ex. Members only if the proposed function for which the building is being booked is in respect of their own family members.
7. Cancellation of confirmed booking will be done as indicated below:-

•  Refund of Money deposited will be made after deducting:-

1. 25% of hire charge if cancellation is done more than 60 days before.
2. 50% of hire charge if cancellation is done more than 30 days before.
3. 75% of hire charge if cancellation is done more than 15 days before.
4. No refund will be admissible if cancellation in sought for less than 15 days before confirmed booking date.
5. However 100% of the caution money of security deposit will be refunded on cancellation.

• OE & WT reserves the right to refuse any application for booking under exigencies even after confirmation on rejection on this ground, full refund will be made.
• Electricity connection for coffee machine and any other extra connections will not be allowed from the Building.
• Before vacating, clean of the building and surrounding area shall be certified by Care Taker, failing which Rs.2000/- will be recovered from security deposit by OE & WT.
• Before vacating, the hall and rooms, ensure all the items / fittings in the building are intact and handover the key to the care taker, the same shall also be certified by Care Taker. In case of, any shortage is noticed by care taker, then the security deposit shall be forfeited by OE & WT.
• Allotee shall ensure that Pragati Bhawan is vacated latest by 7.00 AM of next day of booking. In case, the same is not ensured, then hire charges for the next day shall apply.
• Parking of vehicles in Pragati Bhawan premises will be at owner's risk. For safety of vehicles etc. please inform the police about the function well in advance
• D.J. is not allowed inside the Hall.
• D.J. Operation after 10:00 pm is not allowed as per the order of Local Police in case, D.J. is operated, then it shall be at the allotee's risk with Local Police. Moreover, security deposit shall be forfeited by OE & WT.
• No claim of Security deposit after 12 month of booking date.
•  Allotee's shall be whole and sole responsible for their belongings. In case of any theft OE&WT is not responsible.
• Decoration shall be done within the campus only and shall not exceed till the road.
• 24 , hours water ( BSP & BORE ) , 24 hours access to the kitchen area
